event-ticks

I want to set the event-ticks to a lower value than the
default of 20. If I do directly (set-event-ticks 5) the
event ticks is still 20. In the documentation it says that
the event ticks value is constantly reset to
*foreground-event-ticks* which I tried setting to 5 but
event ticks still is 20.
I really need this badly, what can I do?
