Possible MCL2.0bP3 bug: SET-VIEW-SCROLL-POSITION

Has anybody else uncovered a problem with the generic function 
SET-VIEW-SCROLL-POSITION in MCL2.0bP3?  If I bring this function up
with the inspector, I see that its arglist shows as 
(view h &optionalv)  when it should be (view h &optional v)

There appears to be a space missing from a source file somewhere...

More importantly, could someone point me to the proper address to
report suspected bugs?
