Balloon Help for Menus

Using an article in MacTutor, I got Balloon help to work with interface objects
such as dialog items and windows. Can anyone describe how I can get Balloon
help to work with menus without using resources. I do not have access to IM VI.

Also, how does one test for the presence of the Help Manager (as in non System
7 machines).
