double-click problem

When a window which is not the frontmost is told to handle the first --
raising -- mouse click, it does not seem to handle a first double-click
correctly.  I.e. when I double-click on a window to raise it and perform an
action at the same time, the second click is not recognized as belonging to
a double-click.

Is this a bug?
