Scrolling picture windows

I've uploaded pic-enhancements.sit.hqx (a binhex version of
an archive file). This package contains routines for displaying
a picture in a scrolling window. It also supports the creation of
drawings using hidden windows. The pictures can be displayed at a variety
of scales (1/8 -- 8 x) in powers of two.
