MCL 3.0?

I've heard rumors that Apple was discussing MCL 3.0 at WWDC and the
MADA meeting that took place during WWDC. What's the scoop? When will
MCL 3.0 be available and what new features will it have? How much is
an upgrade from MCL 2.0? Any info is appreciated!
