The Condition System for akcl 530

I have made a revision of Kent Pitman's sample implementation
of the Common Lisp Condition System, cond18.lisp, that runs in
akcl 530.  I also have a system definition facility, and a slightly
revised version of May Day PCL (rev 4).  I will mail these things
to everyone who asks me for them.
