I added RESETTOPVALS in MACHINEINDEPENDENT

[KAPLAN]

which is like RESETVARS except that it uniformly sets the top-value cell
in both deep and shallow.  The body is a PROGN body, not a PROG body.
COmpiles open.

I also distributed this as appropriate in COMPILE, and put the macro in MACROS.
