New function: FILECHANGES

[KAPLAN.PA]

(FILECHANGES filename type) returns the list of changes in the
filecreated expression of filename.  If type is NIL, this will
be an alist whose elements are of the form (type . changes).
If type is a filepkgtype, then the value will be
just the changes (if any) for that type.
