(HELPSYS) now works with the files resident only in <HELPSYS>. The
trick was to use HELPSYSDIRLST = '(<HELPSYS> <LISP>) rather than setting
HELPSYSDIRECTORIES which was prescribed in some ancient piece of mail which
I can no longer put my hand on.
This works on both TENEX and on TOPS-20
