Re: new cleanups



I personally am not interested in bringing forward "cleanups" at
this point that would remove STEP and TRACE and the top loop variables.

There's two possibilities: either these are minor clarifications based
on the transition of CLtL from a "user guide" to a "specification",
which we can just handle and propose en masse as "the only reasonable
interpretation of CLtL as a standard", or else these are proposals
for major changes which remove features.

It is a serious mistake to believe that "deprecating" a feature removes
the responsibility of specifying what it does.
