RCS Hacking Areas

As Rob and I agreed last week, I'm going to move all the RCS hacking trees
into the directory named "hackers".  "hackers" will live directly under
clisp.  There are already three or four of these random directories in our
source tree, and I'd like to consolidate them and remove them to some
degree from the real stuff.  This also eliminates noise from outsiders
browsing our source tree:
   "Oh, 'ram', is that their Remote Addressing Mechanism?  Wonder what
    that is."

I just thought I should inform everyone in case someone wanted to complain,
and you will need to fix your logical names.  I'll make this change later
today.  If anyone is going to start any core builds, please notify me
first, so I can make move the directories first.
