Here at MCC we were running into similar problems with unknown
IP protocols.  There appears to be at least one definite bug
in the Symbolics IP code, namely that it is returning ICMP
error packets in response to BROADCAST packets.  According to
the recently released RFC 1009, this is a no-no.  If you're
only interested in eliminating the annoying messages, then
you should set TCP:*IP-DEBUG-FLAG* to NIL.
