Lisp Pointers is "a technical publication of the ACM SIGPLAN" which is about Lisp, mostly Common Lisp and Scheme. It's not a referreed journal or anything like that, more informal. The most recent issue I have contains a subscription form to be mailed to ACM, PO Box 12115, Church Street Station, New York, NY 10249. If no one at your place gets it, you could try writing there for information.
