This doesn't directly answer your point, but...

I know that with my version of TeX on the lispm, I can make Lispm fonts out
of metafont-produced font files (of the PXL variety, this is OLD code).
I suspect that the CJL version that was distributed by SLUG also can do that
but I'm not familiar enough with it to suggest how.
