Some routing products can't handle CHAOS packets, or require expensive
firmware options in order to do so.  Also, the admin types may not want
to have to learn about and deal with a different protocol.  And some
network configurations that are reasonable for TCP/IP (like, say, a
bridging setup that introduces fairly high latencies) may give CHAOS
problems.
