Bug in CHAR-NAME

[<ram%YALE-RING@YALE.ARPA>]

CHAR-NAME doesn't seem to work at all, with the result that attempting
to print any non-GRAPHIC? characater errors out with the message:

    ** Error: unimplemented instruction (12000A)

Calling CHAR-NAME with any character gives the same error.  Any clues?
