    TC 1.4 (97) is built on T 2.8 (288), but
    the new version of T is T 2.8 (293), and I get the (LOADED-FILE-FILENAME 0)
    bug in TC and not in T.

    Did REQUIRE get fixed between edits 288 and 293, and did someone forget
    to rebuild TC?

Yes.  Thanks for tracking this down.  Several people reported problems
with REQUIRE and the inconsistent release explains this problem, at
least.

I'll try to come up with a patch for this.
