about excl: run-shell-command

My application issues a "run-shell-command" and then reads the results
from stream. Now, some clever users, who mainly use tcsh, have added
all kind of peculiar defintions into their .cshrc. These definitions
sometime cause noise to the output.

Now, how can I run a shell command so that the shell is fixed (to /bin/csh)
and .cshrc is not run ?
