^V in MM-emacs-replies

CTRL-V isn't working in my Emacs-MMail: REPLY mode only.  Can you fix?

1) ^V is okay in regular Emacs and Emacs-MMail.

2) I do have an Emacs.Vars (but since I don't know any TECO, I can't tell
   if something wierd happened to the file during Gloria's head crash).
