How about the following for conventional names of "second" filenames
on various systems:
ITS 	- 	>
SAIL	-	||
TOPS-10 - 	LIS
TOPS-20 - 	LISP
This has the property that a descriptive second name may be used, and for
the system without enough characters in the second name the descriptive
name is merely truncated.  If this approach were followed in general, we
would ahve to be careful that the distinctiveness were evident from the
firs few characters of the "second" filename, so that losing systems could
be accomodated.

I agree, with the modulo above.
