compound IFE and IFN conditionals

I seem to remember being yelled at for suggesting you not
run your comments of the end of a page, and now you are commenting on
qio-1 and 1-qio.  God damn it, if it loses in some
case then it should be fixed.....if not, do as the situation
calls for...if it doesnt matter, who cares.....what I objecc to is all of the
gratuitous changes being made to the thing, instead of doing real development in
the areas that need it....i am trying to get something accomplished here, and
worruing about 1-qio, or qio-1, or use of or instead of plus, is just
too goddamned nit picky or me!!!
