I agree completely with George. This has no business being a function
that I can see. Let it be epsilon less efficient -- it should still be
GC'able eval-mungeable stuff. There should be no SUBR involved... Foo,
if you want, you can even make the silly thing do a RECLAIM on itself
if the CONS'ing bothers you ...
