What is this +INTERNAL-HERALD-VERSION shit?
I don't care how small the DEFMAX fasl file is,
there is no reason macro-support has to be loaded
just to print out a message and do a putprop.
Furthermore, just sticking this function randomly into
DEFMAX causes DEFMAX to be multiply-loaded in some environments,
e.g. the macsyma compiler.
