If DESIGN-AGGTNS has an EXPR property and then some fasl code
gets loaded which gives it a SUBR property and *PURE is T then
the fucking SUBR property gets put at the end of the plist!!!!!!!!!

Due to the way plist's are purified, the plist is divided into the impure
portion and the pure portion. Therefore, strict ordering is not preserved.
This is a known 'feature'.
