CERROR and FORMAT

I forgot to announce this when I did it yesterday, but CERROR (and by
implication, FERROR) now calls FORMAT by default. For the interested:
CERROR-PRINTER (defaultly FORMAT) controls this feature. If set to NIL,
the old default behaviour can be obtained. It can also be set to any other
function taking arguments like FORMAT (like MFORMAT, GJC! Can we add ~G
to MFORMAT?)
