Format of PATCH directories

Sounds like a complete win.  Be careful not to create any intermediate
states of the world in which it is impossible to load patches because
you don't have a recent enough version of the patch system or anything
like that.  You might possibly want to extend that format slightly to
allow a textual message to accompany the system status keyword;
specifically, you might want a textual message explaining why the system
is :BROKEN.  Maybe this is not worth the trouble but you might want to
consider doing it.
