In System 78.33, ZMail 38.5, ... microcode 836, ... on Lisp Machine Twenty-two:
Add SI:SETQ-IF-UNBOUND to the list of things I think have no business being
kept off of the USER: package. Since BOUNDP is a well-formed concept at the
user level, so too is SETQ-IF-UNBOUND. I hate calling things from SI: and it
is senseless for me to have to write my own USER:SETQ-IF-UNBOUND.
