weird c-x 4 b, c-x b interaction

In zwei in Release 4.1, System 222.186, Hardcopy 11.14, Zmail 74.43,
LMFS 30.26, site configuration 21, on Lisp Machine Apiary-2:
c-x 4 b allows you to create new buffers with just cr rather than c-cr.
After you have done this, c-x b is bashed so that it seems to do the
same thing, but actually seems not to be creating buffers, but renaming
them (?) Anyway, very odd.
