OK, now I understand.  Well, there isn't really any need to remove the
tags stuff; all that we need to do, in order to satisfy the goals I'd
like to aim for, is to rename Tags Search and friends such that they
refer to a more general concept of a set of files (Set Search, maybe),
and then just say that loading a tags table is one of many ways of
setting up a Set.  So we'll probably do that, at some point.
