bug when argument prompt delay is nil

    In Symbolics 3600 Release 6.0, IP-TCP 29.0, AISite 8.4,
    microcode TMC5-MIC 319, FEP 18, on Lisp Machine Robot-1:

    if you Set Variable argument prompt delay to nil, and then give a
    control-X command, the editor blows out as follows:

    While in the function TIME-ELAPSED-P  (:INTERNAL TV:KBD-IO-BUFFER-INPUT-WAIT 0)  PROCESS-WAIT

Oops.  Fixed in the development system, should be a candidate for
Release 6.1.  Thanks for the report.
