bug when argument prompt delay is nil

In Symbolics 3600 Release 6.0, IP-TCP 29.0, AISite 8.4,
microcode TMC5-MIC 319, FEP 18, on Lisp Machine Robot-1:

if you Set Variable argument prompt delay to nil, and then give a
control-X command, the editor blows out as follows:

>>Trap: The second argument given to the SYS:INTERNAL-< instruction, NIL, was not a single-precision floating-point number, a fixnum, or an extended number.
