I support 1-RETURN-INNER because of the semantic cleanliness issue. I
don't give much credit to the unbreakable loop issue; it doesn't seem
like a linguistic issue to me. After all, Common Lisp doesn't even
admit that there is such a thing as an interrupt character.
I also support 2-EXIT.
