Perhaps we could ask ISI to do this task. 

Perhaps the list need not be exclusive. I.e., you would have to provide
the name of the feature/package and a one-paragraph description of what
the name stood for and a name and address. The registry organization
would not attempt to allocate exlusive use. You could pick somebody
else's feature name if you liked; it would just be an information-only
registrar.

I believe that people will naturally try to avoid feature names in use
by others and that any obvious attempt to "corner the market" will be
ignored.

This isn't really an issue for CL-CLEANUP, except as it affects
SHARPSIGN-PLUS-MINUS-PACKAGE, which is hardly at all.
