 Deemed ready to vote.

X3J13 meeting:

 Haflich: Is NIL ok as a slot name?

 RWK: Is signalling an error really right? eg, mightn't signalling
      a warning be better?

 KMP: Maybe we need a general proposal on what compilers due with
      errors/warnings.

 Sandra: Compiler committee is planning to address this issue.
