Cleanup meeting:

 Steele did some poking around in CLtL and verified that indeed, dotted lists
 are explicitly permitted at recursive levels of DEFMACRO destructuring. As
 such, it was decided that the most consistent approach would be to require
 them to be permitted at toplevel as well.

 KMP will write next draft of this issue, changing the sense as agreed.
