My belief at this time is that there are no longer any proponents for the
Proposal in this outline; the "Problem" can be accomodated by an editorial
change in the writeup of the standard rather than an actual change in the
language.
Unless I hear otherwise (and I'll leave this open for Kent, who is on
vacation until December 10 and may not read this until much later), I will
mark this as Withdrawn.
