I fail to see the necessity of correlating the behavior of backquote with
the behavior of APPEND, since we've not ever specified that backquote
actually has to use APPEND. If your backquote currently uses APPEND, make
it use BACKQUOTE-APPEND instead which has some other semantics than APPEND.
