My notes say that several amendments by Gregor were discussed but eventually
the issue was tabled until the next meeting. (A new version should be written
incorporating those amendments.)

Moon's notes add that on the issue of when forms are evaluated, Gregor's
amendment covered it for EQL parameter specializer names, but not for
DEFCONSTANT; perhaps DEFCONSTANT should be brought up as another cleanup.
