Steele suggested amending this to rename package USER to COMMON-LISP-USER.
The amendment was accepted as a friendly amendment.
The proposal was passed 12-4.
Barry Margolin wanted the package COMMON-LISP-USER to have nickname CL-USER.
Amendment accepted (after the original proposal was approved) 11-0-n.
The net effect is that this passed with amendment to rename package USER to
COMMON-LISP-USER with nickname CL-USER.
