OSF/1 dec-alpha build

Ken Olum (kdo@mit.edu) has contributed a build of clisp-1996-03-15 
for DEC Alpha.  It should work on both OSF/1 V2.1 and OSF/1 V3.2.

This is a lean-n-mean version appropriate (eg) for use with Emacs
(sans readline and gettext).
