new version of PCL

There is a new version of PCL on arisia.xerox.com.

The *pcl-system-date* for this version is 12/7/88.  This version has
major improvements in the generic function caching mechanism.

This version has been tested in the following Lisps:

  Symbolics 7.2
  Coral 1.2
  Lucid 3.0
  KCL (October 15, 1987)

We will test it in Envos MEDLEY shortly.

In addition, we expect it works in these lisps, if you try it in one of
them, let us know what happens.
