Perhaps this bug should be forwarded to BUG-LISP@MIT-MC, since the
original design flaw is in MacLisp. The problem is that when Hunks were
first invented, there where some who wanted them as "annotated" list
cells (hence, they weren't ATOMs) while other wanted them as small
VECTORs (hence there should be ATOMs). The resolution was some awful
switch setting for whether or not to treat them as ATOMs, but I don't
remember the default setting, nor the final results.
