There is more.  It seems that the window DOES get SOME activate events,
but only when the window is activated from multifinder.  In other words,
place a MACL window on the screen.  Click on another application window,
like MSWORD.  Click on the MACL window.  You won't get an activate event.

Now click on your MACL window.  Click on a folder in the finder.  Now
click back on your MACL window.  Chances are you will get an activate
event, but not necessarily in every instance, as near as I can tell.

How about some help?  Clearly the event processing code is much, MUCH
different between MACL 1.2.2 and MACL 1.3.2.

In either case, I am still hosed.
