Read only FRED buffers

Hello. I can't find previous discussions of how to get read only FRED
buffers in MCL 2.0bx. Using apropos I've found an undocumented way
using CCL::%BUFFER-SET-READ-ONLY . Is there a cleaner/blessed
approach?

Also, since so much of value is discussed in this forum, and since
people often don't have complete access to previous messages, it would
be very useful to know how to access a complete archive. Is this
possible?
