just getting started

A few beginner questions here....

1) How can I get patches?  We are not on the internet except for mail so I'm not sure if I can pick things up that are stored on a (the) bulletin board.  I think there are people around here who speak compuserve but I'm not sure. Are patches automatically distributed when I send in the registration stuff?.  I noticed that the patch level is up to 3.

2) Is there any 'summary' of things that have gone on up til now?
