I think there's several Chooser-level products which let you print 
to HPGL devices, without the need to customize your applications.
I think many CAD programs are bundled with these drivers as well.

I used Applelink to search the Redgate Apple product guide
using "HPGL and plot" as the search string, and got 16 hits.

MacPlots II is a package designed to allow users the flexibility of using
plotters for their drawings. Drawing files saved in PICT format, paint files or
a Clipboard file can be plotted. Clipping (hidden line removal) is supported
for a WYSIWYG drawing. The program recognizes and plots fill patterns, and
allows a user to design unique fill patterns, such as sand or concrete.
Variable line thicknesses are supported and "line specification" makes specific
line widths possible, especially for circuit board design. Plotter text and bit
image text can be plotted together on a single document and character sets may
be designed for special needs, such as engineering symbols, and plotted. A
through E-size sheets are supported. MacPlots II supports most popular pen
plotters using HPGL or DMPL.
