There is no more need for a special package for symbols like the
one giving the maximum character value than there is for the symbol
for the function to get the first element of a list.  Both of these
symbols have system-dependent definitions.  Both of them have a
system-independent meaning.

Perhaps there should be a name prefix for symbols giving values
useful in connection with characters.  Perhaps "CHAR-" is good enough
for that.
