I agree with KMP and DLW: empty LAMBDAs, PROGNs, etc. are sufficiently
consistent, well defined, and useful enough to include in the language.
Unfortunately, the "implicit PROGN" of a COND clause is *NOT* subject
to the same generalization at all. Somehow this seems to break all the
arguments here based on language consistency.
