NCONC and LAST of locatives

While you may be right that the semantics of NCONC on locatives is not
currently the most consistent thing, I think it might take a long time
to work out a philosophy of what all the various list and tree hacking
function should do when given locatives.  It seems like a lot of work,
and not very important...
